I work with a large PPC advertiser and they are barely using Yahoo due to poor performance. They tell me they can't identify which which clicks/visitors are coming from Yahoo so I cannot really generate a list of domains to have Yahoo block. Any advice on how to come up with a list? Are there certain domains that are notorious across all business to consumer verticals? If so I'll ban those sites.

You can use a log file analyzer such as Click Tracks Analyzer. It will give you the 3rd party site domains with bounce rate and ecommerce data.
Be prepared for ongoing work banning domains as once you ban a few, others pop-up in their place. I do not think there is a list as the list would constantly change.

It can be futile to fight it because the fraudulent domains keep rotating. It's been the way they get around the 250 domain limit. Since Yahoo! doesn't care about click fraud, it's almost a lost cause trying to fight this.

I have tracking parameters in my YSM destination URLs, and my web analytics package has a profile set up to define those as YSM visitors. I then just take that list and sort it by referrer.

I'd also recommend sending in those clicks as fraudulent to the YSM team. It is ridiculous that you would get more traffic from a .info site that has been live for 24 hours than Yahoo! itself.

If you they do not have a good tracking system, they should not be doing PPC - until they get that tracking system..
