It doesn't do anything to your keyword or ranking. It's just a way to easily keep track of your tests.

If that is what you want to know, YSM is saying that their Content Match program is overloaded with clients, so it isn't working very well right now. If you have a Content Match account that you've recently updated ads or bids on, you might have gotten yourself turned off by editorial. If that happened, they will not do anything to turn you back on (or so I've been told). My rep did say that in the near future, they are working on it and will release a better version that will support all their clients. Right now, there isn't enough bandwidth to support everybody, that is why they will not help you get turned back on.

Do you have a Yahoo rep that you could contact? From what I understand, you want to create a campaign without Content Match on. Is that correct? You can do that when you are creating an ad-group. There is a check box on the Create an Ad-Group screen that you can either check or un-check for content match.
If you do want to have content match, you can check the box. If you do not receive any impressions it is either that they are not setting any more content match accounts live, or there is a technical issue and you will need to either contact Yahoo yourself or get somebody else to call for you.
