To turn your ad optimization off, go to ad-group level, click into ad-group settings (blue box next to download campaign), click edit on ad-group general information (left hand box), then check no for optimize ad display. That should stop your ads from being turned off, but that should also run them 50/50. If you want Yahoo to automatically run the better performing ad, the worse one will be turned off eventually.
