To answer your questions:

Buying a YPN account is not OK. They are on to this and 9 times out of ten, after you purchase the account, YPN disables it. It cracks me up. I actually had a friend (not me) who tried purchasing an account, and it was disabled in less than 24 hours. And he was out a decent amount of cash.
I see in various forums people buying and selling the accounts. It just seems like snake oil to me.

If you google the subject enough, you'll find some hard data recorded by the poor souls who thought they could buy there way into YPN's rediculous excuse for adsense.
Long story short, save your money.

I have defended yahoo a lot as I typically agree with many of their business decisions and "get" their model but this is simply unacceptable. Y! shareholders should be furious. They are sitting on a massive cash cow and nothing ever happens.
If they are going for quality why is their stuff on every arcade site on the web, but barely any site that actually has valuable traffic? Absurd.
I read an article in Business 2.0 magazine last month about a former "rocket scientist" Yahoo has on staff who says "he knows more about you than your momma" by your search patterns.
If he's so freaking smart, they should lend him to the Publisher system for a few days so they can figure out the targeting.
Google made what - $1 billion or more last quarter on Adsense?
No wonder they are trading at 15x more than Yahoo!
