sorry for the perhaps off topic post but i was wondering if anyone here knew about getting into the japanese version of yahoo publisher network.
any tips would be appreciated.

I have no idea. You asked about getting into the Japanese YPN. There is no Japanese YPN. YPN is currently available only to US publishers and shows no signs of changing any time soon.
