Google Chrome will require certificate transparency (I think from the end of April):

It look as though its up to CAs to comply with this. Do webmasters need to do anything or check anything?

Google is using Chrome to force this - are there any wider ramifications in terms of influence on the web?

Yes, this is the Certificate Authority which has to submit all certificates to Certificate Transparency logs as they issue them.

Just verify that your Certificate Authority is submitting its certificates to the CT.

Since Google is enforcing it, you can bet that Certificate Authorities are already following this guideline.
