In what seems a blunder of blunders, 198 million U.S. voter records were stored on an unsecured server.

What were these people thinking, or perhaps they weren't.

Were they trying to do it on the cheap, or just didn't have anyone that thought just for one moment that it might be a problem.

"The data that was accessed was, to the best of our knowledge proprietary information as well as voter data that is publicly available and readily provided by state government offices. Since this event has come to our attention, we have updated the access settings and put protocols in place to prevent further access."

It varies by state but much, if not all, of what I've read about that voting data is actually public information that can be acquired by asking and receiving a CD or a link to a CSV or similar file for free or a nominal sum.

A fake news molehill made into a mountain.

Any one can access this KIND of info at the local level. Their error was making it all pretty and forgetting to close the door on THEIR proprietary effort. Happens all the time ... just more often when the gubermint (sic) or when politics of any kind are concerned.
