Nice bit of research there :) hopefully everyone can understand the really clear and simple wording on the page sections, and the instructions..very easy to tweak that to do other things too.

yes i agree ... all straightforward. although (being pedantic i know) that kit uses javascript (as do most implimentations of this) ... what about users who have javascript turned off?

Indeed, you can adapt this with static HTML + CSS. But most of web publishers who can't do this, will certainly have a web site which is not working without javascript :)
90% of marketing cookies (this is them concerned by the directive and regulation) require JavaScript code to be executed before reaching the point a cookie is set.
But with the ePrivacy Regulation, this will be the web browser have to deal with this consent ... but we'll still need to have cookie consent banner/mechanism for visitors with old browsers ...
In all events, all these are work around

What about them? They won't see most ads anyway.
If you are concerned about users that browse with JS turned off (and that would be a very small number) you could use a NoScript notification to tell them to turn it on.

This is a lot easier to understand than my ERECTOR KIT (happy birthday 1954). But I suspect that all those out there will build all kinds of crazy things just like I did with the nuts and bolts and struts, oh my!
