1 - Does anyone know if GDPR would effect an unused domain name "example.com" being redirected at the registry level to a "white label" affiliate website "123.example-2.com"?

2 - Can someone from the UK check if US NSA website uses a cookie banner and if their "privacy" policy changes from UK IP? I tried via UK proxy ip but saw nothing different.
