I hate to name drop - no affiliation - but Flippa does a "ok" job.

I've used Flippa for English-language sites but that was many years ago, I tend to hold on to them these days. In the past I've also simply reached out to competing webmasters. If it's a Dutch site there are a couple of forums where domains and websites are sold.
