Charter users unable to access any site on my server

This issue has dominated my last 16 hours... Charter is a big internet provider in my region, and it looks like none of their users have been able to access any of the sites on my server for at least 24 hours.

It's notable that at around 2am on Thursday morning I was having a problem with MySQL not responding, and I ended up rebooting my server. It hadn't been rebooted in over a year, though, so it did a complete file check and took about 30 minutes, after which everything seemed OK. But it appears that the problem with Charter began the next morning.

IBM swears that it's a coincidence and that the problem is on Charter's end...

Using my home PC with Embarq (not Charter), I can reach my sites just fine. I trace the route or mtr and I have a few failed hops, but the connection succeeds anyway. I've had one Charter user email me with his trace route and mtr, and his connection completely breaks at the same location that mine fails... but his completely fails and dies.

IBM is virtually useless and blowing me off, but since I'm having failed hops, too, I'm like 90% convinced that it's on their end and not Charter's.

What do you guys and gals think?

Did you check your server IP against blacklists? One possibility could be that hackers found a hole in your security and overloaded the MySQL database, while at the same time triggering a malware blacklist causing some ISPs to block your sites temporarily in their outgoing firewall.

Darn good thought, @lammert , but mxtoolbox.com doesn't show me on any blacklists. I also turned CSF off completely to rule out a firewall block, but it had no impact.
