Is Link Farming Allowed with Blogspot?

I did a backlink check for a site that ranked well for its target keywords, and noticed that it had over 100 inbound links from a variety of blog posts on Blogspot. Every blog I looked at was set up five years ago, and each blog had the exact same blog posts promoting and linking to hundreds of different websites.

Granted, the links from these posts aren't going to carry as much weight as natural linking. But I can't help but think that the business sites linked to are going to benefit from hundreds of inbound links from a site like Blogspot. My question is, would Blogspot consider something like that spammy and/or against their TOS? Each individual blog is purely link spam, and noticeably all done by the same blogger.

Some examples include creating blogs designed to drive traffic to your site or to move it up in search listings, posting comments on other people's blogs just to promote your site or product, and scraping existing content from other sources for the primary purpose of generating revenue or other personal gains.

Possibly, then again, if it has sat there in your face for 5 years then that kind of reveals they don't police their product on a regular basis. Somebody must be asleep at the wheel.
