Does anyone know of a way to lock ads in place so that mobile devices do not push them to the bottom of the screen? I have a static, responsive site. TIA!

Put the ads in divs and control placement with CSS. Otherwise, the smaller screen resolutions will just push things around to make it fit.
Many site owners use bootstrap [getbootstrap.com] for responsive mark-up.
