Is there any email solution available that allows mails from the same domain but blocks access from outside domains

you can certainly set a up a filter that would accomplish this in many email clients.
there is probably something similar that can be done on your POP3 server if you have control of that.
you could also do something at the firewall.

Microsoft's recent changes have users with mailbox@local as their address.

Works inside between users but they cannot send to/receive from outside.

To me it's not clear exactly what you are trying to do. More detail would help greatly. It almost sound like you want whilelisting implemented both ways.

the issue is some people try to mail to all the email ids in our domain. So we would like to allow emails after screening them through a common mail account. Only after approval, the mails should be delivered to the intended recipient.
