People you can hire just to get quality links to your site

I know SEO firms will work on getting links to your site, but they also fix your site up to be more search engline friendly.

I was wondering if there were people who just specifically tried to get links to your site in exchange for money.

If this is a service I don't know about.

Drop the word quality from your post and the answer is yes.

Quality links depend on strong subject matter expertise to identify what sites are appropriate. The person with that is you.

yes, "link brokers" exist.
however before hiring a link broker you may want to be aware of Google's webmaster guidelines regarding Paid Links [google.com].

I see these kinds of RFP's on Elance all the time . . . and see providers bidding like mad for them. Agreed, it's got to be junk traffic.
