Verizon wanting to charge sites for faster speeds

Sadly, Google is completely on board with this...no surprise since Verizon and Android go hand in hand. For the time being I don't see it hurting sites who opt not to pay, but what would happen if Verizon turned around and lowered speeds to sites who didn't pay? This just isn't fair...is this even legal?
