my one of the client hosted original content website on a good domain for a year approx. unfortunatelly the site did not rank at all even after all the tasks, then he found that the domain was actually dropped many times before he registered it, and it may have some penalty in google DB account. so he also dropped the domain and book a new domain fres registration and placed the entire site there. Now some how his 2nd domain is also not ranking due to the various technical issues in the site canonical issues, same content on many pages and all. Now he is again looking to host those content to a new domain after removing all the old versions from the web.

does google and other engine will count the 3rd domain content as a new content or they will simply see it the way they did in last 2 domains. the 3rd domain will be taking care of all the issues along with all previous veriosn of the content will be removed from the engines, all original content with changes if needed. a completely fresh copy

Fix the canonical issues. It is debatable whether changing domains will help or hinder. I think duplicate content is ignored rather than penalized.
