I want to develope a site that has information that constantly changes.
My grasp on HTML and web developement is basic and I was thinking to get it outsourced and developed would be faster. Problem then is adding or deleting new/old information.

Would I be better learning a new application (currently my HTML is notepad based) and then being able to alter information as required..?

Dilemma, if I outsource, will cost money and as of writing, I don't have much, yet. The new site could be lucrative...?

Instead of going down the road of HTML, I would look at off-the-shelve quality content management systems (CMS). Knowing something like WordPress is going to be almost as valuable as knowing HTML.

a_ if the content is automated, such as feeds or external info, then you may need a proprietary programmed system to acuqire and publish that info.
b_ if you are talking something more akin to a blog, then go the CMS route.

You can do so much with something such as Wordpress or vBulletin. The latest vBulletin is astounding in the websites it can produce. It is pretty full featured in every aspect. However WordPress has more "themes" available if you are in to look-n-feel issues.
