what did you expect to get for $100?
i can't imagine getting a decent rudimentary site audit done for $800, let alone a year of "SEO services" for $100.
Before you slam dunk me into the flame barrel, consider this: Many web sites have this.

A client approaches me with a five page web site, asks to "SEO" it for $100 - which has happened - I give them three things.
1. No promises, for $100 I may not be able to get you to page 1 but we can do some things that will help.
2. Modification of those five pages to improve the head info and at the very least work in a level 1 head, sometime making minor mods to the content of the pages (but not a lot, for $100!)
3. A boatload of advice on what they can do next and how much they can expect to pay for the results they expect.
I think, really, the proof in the pudding is what they tell you when you state your budget. If they say yes, we can give you millions of "hits" - scam. If they tell you what you most likely don't want to hear, you're probably dealing with someone who will treat you fairly. To wit . . .

Per #3, one of the inputs would be that this is largely incorrect and you can get fairly decent page ranking without jumping on the link-me bandwagon.

SEO is a specialist subject, and not one that everyone needs to understand and implement. If it isn't for you, then hiring someone seems very reasonable.
In terms of choosing a supplier, I would recommend you approach this in an entirely different way:
- work out the budget you have to spend on SEO based on the profit your site is generating
- decide on what performance criteria you want to judge an SEO supplier with
- approach reputable SEO companies in your price range, explain your calculations, and ask whether they think they can deliver the service - at the price you are prepared to offer, for the service you expect to receive
You'll find SEO suppliers are a mixed bunch, and the process of selecting is not just a due diligence exercise - it will also give you an insight into the companies you'll be able to get along with as a trusted supplier working with you to make your site a success.
