Contact your host about the problem.

We need more info to be able to guess the potential problem. Some ideas:

1. Try rebooting your server. Particularly if it is a Windows server.
2. Do you use a database? Test a static page versus a database page to help narrow down where the bottleneck is.
3. Check the processes running. That may show what is causing the problem.
4. Are you getting a spike in traffic right now? That could also be the problem.
5. If you still can't figure it out, see if your hosting company can take a look.

Install Firefox and Firebug, then add the YSlow and/or Page Speed Extensions to diagnose.

Standard things to check on the clientside are number of included javascript and css files, images sizes etc. On the serverside check script execution time if your site uses dynamic pages.

well most of them are dynamic pages and some are manual. The traffic was unusually very low today. Next is speak to host, what does firebug tells us?

it's not so much firebug itself but the Yslow! or Page Speed extensions that run on top that give you information about possible problem areas with the objects requested from the server and best practices are suggested.
it won't necessarily help you with how efficiently your dynamic pages are constructed by the script on the server.
