public FTP servers that support resume function

Hi, I'm using dial-up connection to upload some big files
It takes hours to upload a 100m file but TEL got disconnected
so often, now I need a public FTP server that supports resume
function? is it possible to find one ?

Thanks, but I meant public FTP sites, not free FTP clients..
