Permanent Redirect question

Say if you do a permanent redirect on an old domain does all the PR and back links go to the new domain, or is it some kind of a fraction of the original page rank value? Also is it better to buy an old domain with tons of back links and do a perm direct or do you recommend I start from scratch to build links for the new domain?

Most of it transfers, but you should also actively get the other sites to update their links to point to your new site.

Make sure that your redirect redirects from old page to new page. If there is no exact new page, redirect to the section index if the topic is related.

If there is no new page that even closely matches the topic return 404 or 410 for that URL.

Do NOT mass redirect old URLs to the root of the new domain.

Buying an old domain with PR and redirecting it to transfer that PR to another place is seen as 'abuse' by Google. People have been dinged for that.
