I think you need to restate your question. Perfect in which way? Are you asking what the perfect technology is to use to implement a website? What kind of website?

You've thrown out some apples and oranges that don't help us understand what you are asking:

PHP is a server-side programming language that can be used to implement dynamic pages.

Lynx is a text-only web browser. You wouldn't use it to implement a website. A small handful of your most paranoid or fiendishly text-interface-devoted users might be using it. Browsing your site with it is a great way to check for accessibility, though. :)

Windows is an operating system that you might run a web server under. Linux is probably more popular, at least in these here parts.

Of course, there's no perfect technology for a given task. I'd say that the best technology is that which offers a balance of power of expression, ease of use, speed of execution, speed of development, and familiarity on your part.
