I saw this:

I click on resolve. Then there is a message:
[Your account access is limited]. Why?
This limitation of your account privileges cannot be appealed.
The reason is the following:
Your account access has been limited for the following reason(s):
# Feb. 22, 2007: Access to your account has been limited because you have declined the new User Agreement. To restore full access to your account please accept the new User Agreement.

# Nov. 1, 2004: Our system detected unusual activity associated with your account.
(Your case ID for this reason is PP-054-074-676.)
# Mar. 10, 2001: Our system requires further account verification.
(Your case ID for this reason is PP-014-728-734.)
I don't know about suspicious activity. The balance is $.01 and it's about right. What I do know is I never decline any agreement. I also have provided all info that you wanted.
I send several message to Paypal using their web interface but I got no reply. Also, in my account center it's always written that I have no open ticket. What should I do?
If I put it under other category I got a reply.
I did what they told me and no reply.

I happened to win an auction on eBay some days ago. Paid the seller through their Paypal account (second time I had done this with this seller within a few weeks), first of all the money took a few days to leave my bank account, and then it came back the next day. Apparently the seller's paypal account refused to accept payment!
Not a good advert for paypal.
