Stuck at position 8 on SEs, do I have a penalty?

Hey Guys,

Ok so here's my problem. I have been seo-ing the hell out of my site, got rid of all the possible bad neighbors, cleaned up the code, got better more related sites links, ect. All this has been done over the last 4 months. Even with all of this, my page on Google and Yahoo stayed at position 8 for our primary keyword.

What made me think it might be a penalty is that google temporally positioned my page at position 3, then later moved it back to page position 8. This also happened with other secondary keywords. What am I missing here...?

Notes:

- Site has been up for almost 4 years.
- My primary keyword is first in my description.
- I have nearly 500 back links in a very specific marklet(most backlinks are quality related sites)
- I have 50 out-going links to qualty sites(minus 2 directories).
- Most of my quality backlinks have only my keyword in link text.

how often is your site getting crawled?

I suggest you to wait 2 months before you see a rise in your site's ranking.

What are the 7 sites like in front of you?

Just because you are not ranking as high as you would like, does not mean there is a penalty at work!

I get crawled weekly. As I write this, its doing it again.

It's also moving a site that is linked to several bad neighborhoods up too.

As for my competitors, I have more backlinks then all of them(some have only 100 to "directory" sites) while my 500 are quality. My site is smaller then most and I used Brad's 26 points and followed most of what he said.

My site got re-indexed Jan 30, which is when this start happening.

Still to difficult to say if you have a penalty though.

While you may have the larger amount of links and what you may think to be quality links its difficult to know what the search engines think of your links.

The 50 out-going are indexed by google and some have good SERP.
