It sounds like you might want to read up on the differences between absolute and relative links [google.com]? There are different schools of thought as to where and when certain link formats should be used.

how you link it virtually, etc. and how it would "look" in your code will also depend on how many "folders" deep it is as well.

I'm afraid that no one understands your question! Could you try to be a little clearer about what you are trying to do? Are you writing an HTML page for example? Or designing a site? Or what, exactly?

or shall i go direct without creating folder like

mydomain.com/ecommerce-design-florida.html

mydomain.com/ecommerce-design-florida.html

This will work fine, and is easiest way to go unless you have a large number of pages, for example if you have multiple services that you offer in multiple states.

Search engines are likely to devalue urls with excessive keywords, so which form is best for SEO is debatable, and likely be differ between search engines and over time. Check out threads below.
