I want to test my sites under smaller bandwidth that what I currently have (2Mbps on DSL). So, I'd like to have a tool that caps my bandwith usage to 256Kbps or even to 56Kbps to see how a dialup user navigate through my site. Does it exist?

the software that I use to test page loads on a slow connection is Sloppy - the slow proxy. It is a small, open source java app.
