Confused about character encoding? ASCI/UTF-8

When saving a webpage in UltraEdit i have the option to save as ANSI/ASCII, UTF-8, UTF-16 and so forth.

Which is the correct one to save as?

I also understand you have to send this information in the http header, and put a meta tag into each webpage to specify which character encoding the page uses. So if i save it as ANSI/ASCII... does the http header have to send "ASCI" to the browser, and do i have to put "ASCI" in the meta tag on the webpage.

I've tried search the forums but can’t find clear, concise info on this. Even if you could direct me to a book on Amazon that covers this... i would much appreciate it.

UTF-8 [webmasterworld.com] is preferable if you are considering the use of different character sets.
