Need help regarding recommended web platform

Hi all.
I'm trying to build a community website, that will contain many forums, blogs and articles.
I would like to be able to place ads and banners- and mainly have admin control that will allow future changes, even though I'm not a professional, and I hardly understand any technical stuff.
Can someone recommend a reliable and cheap system?

Hello eliozy, and welcom to the forums.

Your question is pretty general -- I think the best advice I could give you is to partner up with someone who does understand the technical stuff. Otherwise what you don't know in that area can bury you, no matter how savvy you are in other areas!
