I am 23 years old and have a Bachelors degree in Electrical Engineering.I work as a project manager at a large IT services company. I usually work on small maintenance/migration projects and seldom get an oppurtunity to do anything really innovative. I am planning to apply some of the top Universities for Graduate programs in MIS .
Would a career in MIS provide me an oppurtunity to Innovatively design systems to meet Organisational needs? At the same time would it provide me oppurtunities in management , if in future I were to decide to pursue a career in management?

Sure, but at which level? You will likely be working from a higher position right off with your educational background meaning you may or may not be doing the "ground level" work itself but overseeing it, depending on the management team or board of directors that oversees your duties.

I would be as bold as bet you can do this with your current degree and work experience. All you have to do is sell yourself in a job interview.

Best wishes in your goals!
