let Linux users to change their passwords remotely

I want to let users of the Sendmail and vsftp servers of my Fedora box to change their passwords remotely via a web browser.

I found some pages talking about "chpasswd.cgi". I downloaded and installed it but failed in running it. Which directory should I put it? I know nothing about cgi. Do I need to start or activate it before it can be used?

Besides, is there any alternative to acheive this purpose?

Look into webmin and usermin. These are open source web-based linux admin packages... usermin is the user centric one and users should be able to change their passwords, etc from in there. As always be very careful when allowing password changes over the web!
