One Video Format to Rule Them ALL?

Hello, I want to create a video that should work for most browsers, smart phones and of course the ipad.

I am using Adobe Premiere CS3, and I'm importing a .wmv file into premiere, adding an intro title, and then I am going to save/export.

I don't know what the best choice of settings would be when I create the project.

And I don't know what would be the best output format that would work universally if that even exists.

Does anyone have any thoughts or suggestions that they think will help and/or point me in the right direction? I don't want to work on this project, only to find out I started the project with the wrong settings.

Will you be hosting the videos yourself, or on a service like Youtube?

We will most likely host it ourselves, as we want other people to link to the page we will be hosting the video on. But at this point we haven't made a final decision. Let's assume we are hosting it ourselves.

When considering just the codec itself there is only one that could be considered "universal", mpeg1, that produces huge files compared to newer codecs. Next in line is WMV9 but that has issues cross platform.

The best way to deliver video to the masses is through a flash player, this negates the need for the user to have the codec installed but of course they need flash installed.

Thanks thecoalman. This also would then exclude ipads and iphones though right? If so, then should I use a flash player, unless of course they are accessing from ipad or iphone and then have it automatically server up a different file? If so, what file would be best for those two devices then?
