I want to ask for a permission of owner of the video.So can you give me any helpful tips for that?
I just want to get video and to upload it with my link, but that would be illegal, so is it a way to ask for that permission?
Anyone with experience?

You simply have to talk to the creator of the video. The creator can "license" the video to you. In other words, allow you to post the video on your site. It is as simple as that. Whether the creator wants to or not is another story.
