Do you want exposure to a broad audience? An audience with specific demographics? Just want to distribute video to your users, your customers, or potential customers who first visit your site?
For the latter, perhaps you want a file-sharing service, or simply host the videos on your own site. That way you control the quality.

I'm looking for service that offers quality like 720x480 @ 700-900Kbps compressed with VP7 or AVC and alternative 320x240 @ 250 Kbps compressed with VP7 or AVC. I wonder is there such service?
It's strange I still can't find such service, because there are website with straming HD videos (not video upload services).

Bandwidth is cheap and getting cheaper, but it isn't free.
Consider the monetization options a site has for user-submitted video. Frankly, this isn't the high-rent district of the Internet, revenue-wise. What kind of ads do you serve-up with videos of exploding Mentos?
I think you are going to have a hard time finding what you want right now. I doubt that the cost of hosting such a service is justified by the potential advertising revenue.
