Make the buzz, good or bad, get attention... otherwise, post "interesting*" tweets, frequently. Engage into chat with other people, to make "virtual friends".
*interesting is subjective, it means interesting for your target niche/audience. If your target audience likes dumb things, they'll find your dumb tweets "interesting".

There is an excellent article here about "How to get more Twitter followers?" It is geared toward business users. If your account is just your personal account, don't rush, people following the same kinds of topics get to spot one another pretty quickly.
