Whisper Sytems was founded by Moxie Marlinspike and Stuart Anderson, well-known experts on security and encryption. Twitter said its new staff would join a "fast-growing engineering team".
"They will be bringing their technology and security expertise to Twitter's products and services," a spokesman said.
