I'd like to know if anyone knows of a certain way a SE webmaster should promote their SE.

I made a SE that allows the user to search without using the mouse what-so-ever. I'm not sure if I'm allowed to post the URL.

If anyone has any tips, I'd like to hear from you.

Just my 2 cents.

Promoting a SE should not be very different from promoting any other online business.

It all depends either on your budget or your ability to be innovative with promotional approaches.

I don't think that you're allowed to post your own urls - but you can add it to your profile. This will allow anyone who's interested to check it out (people will check your profile after reading the post - but don't explicitly tell them to view your profile).

As per the question, I'd think that if a search engine came along that was really cool and worked significantly better than Google/Yahoo, then it wouldn't need any marketing - word of mouth (online and offline) would be enough.

However if its a niche search engine (e.g. useful for people with disabilities) then you could ask for links on related sites or post on related forums.

If you know of anyone who'd find it useful (friends/family) then tell them about it and go through it with them. This will kickstart some traditional word of mouth activity, while highlighting any improvements you may need to do.
