You can use $BlogPageTitle$ in the META keywords and description I think. For Google I'd say you'd have more utility putting it an extra time on the page instead.

Can you put the links to the articles around the article titles on the listing page? For SEO I would like that more than "permalink" or "#" each time.

Basically, blogger-powered blogs are not badly optimised. Careful title-selection and links would be my priorities.
