I saw this today:

Xenu Link Sleuth/1.3.8

from 193.239.220.249 which is part of AS48751 aka "United Nations Logistics Base". As far as I can tell, this really is some arm of the UN.

Unless one is using Xenu, it should be blocked from the get go by UA.
