From what I've found with a quick googling is that this user agent is some hacking software and from the URL string they attempted I agree

I had not seen that one. Thanks for helping to not see it some more. ;)

I see that 116.206.0.0/16 is being blocked so I'll add |Fuzz| to my UAs.

Ay-yup, there they are, all blocked on header grounds, each visit from a different IP. Out of sight, out of mind.
