Thank you for reply. I was going through the link which you have recommended but I am not satisfied with directory submission. Because as I know after the google penguin update, Google do not consider this as a backlink. Let me know if I am wrong.

Correct. Some things in that article have changed. General directory listings do not account for the same ranking factors as they once did, however a link from an authority directory in your field has bennefits.
Thank you for this. As I have been appointed as backlink building for the company and on page is been handled by someone else. What are the other off page techniques which can be used now? The article mostly talk about on page.

Then what should be my priority if not backlink? As I told before On page optmization is not my area in this company. So I am only responsible for off page activities.

For off page: Firstly, look at the content that is currently on the site and then look for opportunities to promote that content. If it's a blog post about blue widgets, look for sites that cover stories about blue widgets.
The content to promote ought to be unique, interesting, and educational.
