Strong inner page gradually losing search position

advice on how best to prop it up

I have a site that has some very strong performing inner pages that represent a large percentage of the traffic (unfortunately). I've noticed lately in webmaster tools that the most important keyword of one of the pages, which is also it's title, is gradually declining from the #1 spot to now something like 2 or 2.1

Two questions:
1) Can I trust webmaster tool's position information? Traffic seems to confirm it.
2) Are there any special techniques or ideas for pushing the thing back to #1 again?

I think that you can trust what is being reported (though positions can vary due to location of the searcher) and it appears that the strength of your inner pages still seems to be strong. My only recommendation is to continue building link strength to those pages from reputable sites.
