does anyone know if there is a tool or a site that will be able to find or tag blogs sites or link directory with high PR rank for related keywords that I would select and can buy back links or post articles etc etc .

Any list like that would be instantly devalued by Google.

was not looking for a list a tool that will find such sites based on keywords and recommend to users.
