How do you know that the Domain you are going to purchased Never been Punished by Google,
I am concering about the SEO and website page rank issue..

I would just be concerned with the current status. Do a search for the domain in addition to a site command search. Does it come up? Does it rank for anything?

If the domain is not currently registered you could try archive.org to see if it has been registered in the past.
