Use of <noscript> to place links

Apologies if this subject has been covered before, but a client is asking about placing links in <noscript> tags. The idea is that they have a graphic, eg a logo that they place on their customers' sites which will link through to a relevant page on my client's site. At the same time though, they place 2 or 3 other links in the <noscript> tag that the SE's will follow and therefore pass PR to.

My problem is that I'm not happy about this approach as it seems like cloaking to me, especially as the <noscript> tag is not being used for its intended purpose at all, ie there's no script involved for which you'd want to offer alternative content.

Any thoughts?
