Deep URL Structure

Search Engine Friendly URL Structure ..

We have a directory with states, cities, keywords etc. I wonder what will be the best deep URL structure for such directory..

like, say we have directory/VA/Arlington/home-remodeling.html will it be good to make it directory/Arlington/VA/home-remodeling.html or directory/VA-Arlington/home-remodeling.html

Any suggestions or ideas ?

You might want to look at the URL re-writing in place of changing all the directory structure and URL's (if website is already up and running).

i prefer using the short diretory for search robot craw

yes.. I will look into the URL re-writing and make sure all old urls are 301 redirected to the new ones. But my question is which would be the good structure to use?

I know short URLs are good sometimes. But for the structure I mentioned, I get the keyword benefit. Keywords in URL helps a lot .......

I like directory/VA/Arlington/home-remodeling.html

If I live near arlington that makes it easy for me to go to directory/VA/ and quickly find surrounding cities. The other methods don't allow that.
