I’m currently looking to have my site redeveloped with the main emphasis of SEO, I have a large database of information and pages will probably need to be produced dynamically.

Any suggestions on the best combination regarding server type, programming language, cms, etc

I have specific requirements regarding URL structure of the site:

Tier 1 example.com/categoryname
Tier 2 example.com/categoryname/subcategoryname
Tier 3 example.com/article-headline.html

It doesn't really matter as to what server type you utilize.
It doesn't really matter much what programming language you use.
It doesn't really matter what content management system you use.

Personally, I prefer the Tier 3 example although it could easily prove best to create sub-directory/logically named webpages such as categoryname.example.com/Article-Headline.htm

So what does matter?
Unique, important and credible content. Get that out in the best way you know how.
