I would like to assign the folder as
example.com/folder/folder.asp
in place of
example.com/folder/
my question is which will better
example.com/folder/ or example.com/folder
Is there any issue regarding SEO between above two option?

it would be always better if you can define specific page location in url. for example if you have a car autoparts site then the structure should be like..
http://www.example.com/toyota/camry/camry-2009-gears.html
instead of
http://www.example.com/toyota/
if you specify specific page location then it would be easier for crawlers as well as users to find specific information.
