The same URL, but different content depending of the language

I have a multilanguage website (3 languages). Language is being controlled by a cookie. This causes situation that the same URL displays different content depending of the language.

For example:

[mysite.com...]

will display:
content in Spanish
content in English
content in German

It's not a problem for me, but I need to know if it's OK for search engines.

Can I leave it as is it, or it's necessary to create different URLs for all languages:
[mysite.com...]
[mysite.com...]
[mysite.com...]

?

If you need all three languages to be indexed then you need three different URLs.

For users that can't accept the cookie, this is a prime candidate application to simply append the language code as a parameter.
