Is this really done? I cant see it anywhere

Ive come across this SEO tip a few times today on my reading mission.

I have read that when creating a HTML sitemap page, not a xml sitemap, its better to link the "description" of the page to the page. Instead of linking the name of the page.

For example:

Services <--(This text is NOT linked to the page)
Complete List of Service My Company Offer<--(This text is linked to services.html)

does that make sense? And is that actual practice? I cant find it in any sites I have looked at. Is this an old/outdated idea?

As far as my knowledge, sitemap always should help bots and people to find stuff on your site. I would also use link to description as it helps human to find stuff rather than bots. And bots seems to be fine with it. You can also put link on both of them if you want. Many people link both of them.

i don't think so that it is a good practice as it is always better to place keywords in the anchor text. moreover, the anchor text should never be more than 55 characters. limiting your anchor text to 5 chars you can optimally place keywords in it which will also help in internal link building
